Deleting a workspace no longer leaves its app running

Before Obeya deletes a card's workspace, it now runs the repository's stop command and then ends every process still running from that folder: a dev server, a database, a helper the stop command did not know about. Until now an app whose stop command missed it kept running, and on Windows it also stopped the folder from being deleted completely. A stop command whose script is missing from the card's branch (a branch older than the script) no longer shows up as an error on the card either.
